This text should appear to everyone in the default landing page, which is also the Welcome icon on the Main menu.

When you've logged into the app, look under Settings in the main menu and you can select whatever page you want to be the default landing page for you when you log back into the app in the future.

Logging into the app allows you to view other content according to the permissions of the group(s) you fall into such as Candidate, Student, Faculty, Staff, etc.
